I'm searching for a VPS managed or semi-managed, these hosting should provide it, but I do not know if they are good or spaces, for example, are slow etc for a forum.

From the price range I'd say they're unmanaged unless otherwise stated on their website. They do appear to be very low budget end servers considering the price tag and most likely wouldn't come with any reputable control panel (if you have a control panel in mind you'd use and can manage everything yourself then thats fine. If you want cPanel, up your budget).
I'd recommend Ubiquity Hosting. I've been with them for a bit now and theyre by far one of the best providers I've had. Either them or WiredTree. If you have any questions you can PM and I can give you more information about either of those two.

I also second this idea. WebHostingTalk is the biggest web hosting related community and you can find tons of information, reviews, and offers posted by companies.
You've made a great start by building up a list of possible suppliers. The next step is digging down under the surface which includes things like looking at reviews, comparing price vs resources (I don't know how important price is for you) and so on.
A lot of people hate virpus, but I have had pretty good support and uptime with them. Their servers may not be the best, but for the price I have nothing to complain about.
