I need to close a forum I have a forum of the news and single I want that certain people posteen who are what I must do?

You first need to go into the ACP and then add a group just for those people who you want to be able to post in that forum.

Second you need to assign those people to that group

and third you need to edit the permissions of the forum so only those people of the group (and other groups i.e. admins/mods) can post in that forum.
