Picked a forum. Went to ACP->Manage Forum-->Display order descending (or ascending)

Either way shows threads with oldest post on top.

Am I doing something wrong? Do I have to sign out of the front side and sign back in? Do I need to empty old cache?

What do you mean by "in thread"? This setting affects only forumdisplay's display order, not showthread's.

And if you're talking about forumdisplay, share a link to the affected forum with ascending order.

So you can't order all the posts in a thread from NEWEST first?

With that setting, no. You need either a plugin or a core edit.
