The new SCEditor allows inserting smilies from the toolbar, which now makes two smilie inserters on the same page:



It does not make much sense and the one on the left should be removed, allowing the editor to expand to 100% of the page width.

I need this, so in mobile theme I can hide "smilie inserter" box 

You've got to remember that the WYSIWYG inserter can be disabled, which is when you need the smilie inserter box.

Why should then smilies be displayed while all the other click-and-get buttons are not? BBCodes are way more complicated than smilies.

I'm not sure, it's a holdover from some point in the past. As far as I remember, it's been present since 1.4, if not before.
