Yes, they all are included in the archive you've just downloaded.

In the thread destroyer linked to (http://community.mybboard.net/showthread.php?tid=3565) you will always find the most recent Dutch language pack. This pack always contains all language files.
Whenever a new version is released I simply update the entire pack. This is because I often make some changes to the Dutch language files between releases as well, such as correcting tiny spelling mistakes. It is therefore recommended to update all Dutch language files at every major release: some files may not have changed in the English release, but I might have corrected tiny errors in the corresponding Dutch files
Seeing as the language files are so small that they can easily be downloaded within seconds with a decent Internet connection these days, I don't think this is a big problem
