I've reverted all the Global Templates to original, now the Javascript is working I think because the edit buttons are working fine , but the CSS is still not working. How may I correct that please?

I really don't think you want to rewrite the template code. We only have one theme installed which is not even active and a dif over 50 pages of code reveal that several hundred lines of code need to be edited.
What you are seeing is apparently a common issue with the 1.8 upgrade. We have the same issue and are looking into a full reinstall from backup. I just stumbled across this trying to find information on restoring from a backup. Good luck. This really sucks!
