I today updated my forums from 1.8.0 to 1.8.1 and I needed to use the Disallow all Plugins but I discovered it doesn't work at all and the plugins are not really deactivated but freezed.

You can use the function on your live boards to understand what I am talking about!
I guess it's a 1.8.x big issue to fix!

If you don't understand how something works, it doesn't mean it's a "big issue".

Disable All Plugins option is exactly supposed to only "freeze" plugins - settings/templates/database are not touched, only the hooks code stops. This helps with getting rid of errors without losing any data.

And you're not supposed to use it during upgrade - you should actually deactivate everything in the Plugins tab. But that's recommended only for big updates and 1.8.0 -> 1.8.1 is not that complicated - leaving plugins activated shouldn't cause any harm.
