I granted one of my Super Moderator's some Admin rights.

The only thing I'm having an issue is that I want them to be able to edit existing Users info, but by allowing them in:
Admin Permissions > User Permissions > Users & Groups > Can manage users

They have the ability to create users & it looks like they can create Admin users as well. I was able to as this user.

Is there a way disable the Create New User function?

You're either going to need a plugin to hook to admin_user_users_add or manually edit admin/modules/users/user.php.

would it not be easier to create a new usergroup based on admin but restrict permissions you do not wish them to have?
