1.8.1.

I am admin and can only select max of 3 people to send a PM to. Mods have same problem even though they are set to 25. Is this a known problem, and will it go away when I upgrade to 1.8.2?

Yes.

No. 1.8.2 and 1.8.3 are security releases and it's wise to upgrade to them as soon as possible regardless of that issue, which will be fixed in 1.8.4 (PR is almost finished).
