To see which users are put on ignore the most? 

Meaning if one user has been put on 20 ignore lists, we could see that.  To show you who is a potential drag on the forum.

Anything can be accomplished in PHP.
That is indeed possible.

Just with a little HTML, CSS, and PHP.
