Please where do I upload a plugin to, and how to install (if plugins are ever installed) it? I already know how to activate plugins.
In root of your file system.

Upload the folders in "/"

Yes, find them in your ACP > Plugins and then click on "Install and active" on interested plugin.
You guys are confusing me! Is it root folder or /inc/plugins ?

Depend how shows the plugin.
First, if shows a folder/s, them must be uploaded in "/" therefore root of your forum.
Second, if shows ONLY files (therefore not folders) you must uploaded them in folder of your files system, depending from files' suffix:
.php file -> generally these files must be uploaded in inc/plugins or in "/" or in other (read the README file released with everyone plugins, contains the instructions);
.js file -> generally these files must be uploaded in /jscripts;
And so on...
