Is there a way of enabling "Mark as Best Answer" and "Mark as Solved"?

Also, is there a way of enabling these 2 options, for specific forums?

No. It's not necessary for the majority of forums. It's a good addition to a support forum, but there are thousands of different types of forums. That's why the plugin system exists -- to extend MyBB with additional features as required.
