Agreed. Simple plugin can do this. Otherwise it adds features that won't be used by everyone.
Not to mention, it gives advertising abilities to newbie forum owners who don't have anything worth putting ads on.
If you're big enough to need to put in ads, you don't need it built in.
Different ad systems work differently, so it should be left as a plugin.
Why do you even need any kind of advertising system anyway? This is done with a simple template edit.
With template edits, there are no options for rotation, user group specifics and so on.
But this is better done via plugin as recommended here already.

Since a template engine will be used, advanced statements inside templates will (should?) be a normal thing.
