the contact page didn't seem to like those 2 edits to the contact.php file...when I'd visit the link, the page was just blank. I then tried to use just the 2nd edit rather than both, and it was still blank. reverting back to the original contact.php file included in 1.8.3 allowed me to properly visit the contact page again.
it's possible I screwed something up as well.
