I was wondering how much it would be for a custom theme such as:

with:

Essentially, there'd be three columns.

The leftmost column would have the important/stickied stuff from a forum section that users would "subscribe too" so if we have a minecraft server -- and they're subscribed to the minecraft forum section, they'd see announcements/stickes from that section.

The central column would be to navigate the forums.

The rightmost, would be recent "posts" from forum sections they're subscribed to.

The theme wouldn't be too hard, however these sections:
