We should have options for showing rules for making new thread.
They should be separated from "forum rules". This is rules for making new thread only - about what and how to create threads in this subforum.
We have "Forum Rules - Display Method: Display rules in the thread listing and for new threads/replies" but it is not what I whant. "new thread rules" are subset of forum rules.
I made plugin, but I think it can be considering for the core.
Or just add options for "showing rules in new thread" (without replies and listing).
