Is there a way to give users permissions to create groups after a certain number posts or other criteria, like group permissions?

are you looking for something like this... this a plugin for 1.6, havent tried in 1.8... change the compatibility and try using it....

Thank you for the lead, but the reviews are awful.

I have used other plugins by Dragonexpert, they are usually steady plugins.

What I do see is that he first posted it in 2011 and UPDATED in 2014. A coder can learn a lot in 3 years and all the reviews are from 2011. You might test it on a test board.
