Have you tried asking the admin of the forum where you got that screenshot?

That's a custom skin i made for the amywinehouseforum webmistress based on another forum software one. She charged me for that. So it's not free.

do you mean what is that theme, or how do you do the web ring thing at the bottom of the page?

looking at the screeny it wouldn't be difficult to recreate that theme yourself but just editing the theme styling.

To add pictures etc. to the bottom of the forum you login to your Admin CP > go to Templates > Modify/Delete > Expand the theme you want to modify > Footer > Edit > and then just add the code either after the "/div" or before it.
