I am sorry that you are having issues with your site being "ripped" but it is not a MyBB issue.

Regarding banning IP Addresses, please check in your ACP. You can ban IPs singly or in groups using the wildcard options.

But how do i ban RANGE IP Address

Like banning an IP that starts with 197.8. and so on

You can use wildcard match. In this case it would be "197.8.*.*"

There are still users can entered with that banned ip. Are you sure that is correct?? :|

It is correct but the wildcard IP bans are buggy in 1.8.x: http://community.mybb.com/thread-161124.html

While attempting to ban the owners of this site is one method, it is not something that will stop them completely. Your best option would probably to be to file a report with their host.
