When at my forum's dashboard, I was not able to determine how to format my forum's index.  

Two questions:

How can the top-level (highest hierarchy) topics be fixed/predesignated by the Administrator ?

How can select topics be prioritized so that they always appear at the beginning of topics listings ?

Your forum index consists of categories and forums within that category. You can decide the hierarchy in the Admin Control panel - forums and posts.

Within each forum you can sticky important threads using the inline moderation tools - bottom of the thread listing when logged in as admin/moderator of that section.
