Can anyone help me..why the icon not come up in this theme?

from your earlier threads I understand that you are using MyBB 1.8.x and Apart theme is not compatible with it.

MyBB 1.8.x compatible themes available here =>

MyBB 1.8.x versions' stock theme is based on 1.6.x version's Apart series
you can get Apart1 appearance by using stock theme with Black color as the base color
