You need to download the 1.6 version not 1.8.3.
Important part : when you are seeing the upgrade option it clearly shows that you havent deleted the previous files.
Well if you are going to start a complete new forum. Delete all files, databases. Keep your root folder blank.
But to be sure, always take backup of your forum files and databases.
Then download a new copy of 1.6 (thats the one you want, i guess) and install it. http://resources.mybb.com/downloads/mybb_1616.zip
