I have an old announcement that merged in with myBB. Attached is a screen shot. I cannot get rid of it and it's doesn't show up in ACP in announcements either. How do I get rid of this annoying announcement?

That's a forum rule. Go to ACP -> Forums -> Select your forum and somewhere on that page (you'll probably need to click on "Show more options" is a setting for rules.

Now how do I get rid of this social site thing that is popping up? I installed social sites and it screwed with the main theme so I uninstalled it. Here is a screen shot of what I am talking about:
