Since upgrading to the latest release (1.8.3 (1803)) ,users no longer have the ability to add new threads.

The input area is grayed out and populated with the text descriptions for the menu bar. See attached screenshot.

I successfully upgraded a different forum located on the same server at the same time.

Ideas anyone?

providing forum url and a test user account helps to check and provide possible solutions.

looks like there is a java script conflict or some files or missing / changed

run file verification tool available at tools & maintenance section of admin panel to find missing / changed files.
ignore files reported from install folder & its subfolders. you have to replace reported files from MyBB source
files pack of your forum's version. (if you are using Google SEO plugin then do not replace ~/inc/functions.php file)

for java script issues you have to check browser console
