This will replace a post with a link to the same thread asking them to reply to it, however you still need some kind of plugin logic to show the hidden post if a user has posted in the thread, so to answer your question: No, this won't work completely

That is for 1.6. It might work for 1.8 if you change the compatibility line to 18* instead of 16*, but I can't make any guarantees.
