if you are trying database download from forum admin panel then that might not work.
you have to try downloading database backup from web host control panel (export database)

If you chose the option to get it as a gzip file, it would be smaller. There could also be overhead in your tables which can cause it the size of your database to be bigger than what was actually downloaded. Another thing to consider is if you reached the PHP Memory Limit or the time out in SQL.
