I want to add some text toward the top of the index page... can this be done through the Admin CP. I am not seeing it anywhere...

ACP >> Templates >> Index Page Templates >> index

and the text what you want in that template, preferably above {$forums}

you can check this thread and see the steps for adding News bars as well...
