How much would it cost to help edit a theme? Like customizing an existing theme?

This depends on requirements. Any minor changes you can ask inside one of our theme support forums.

Well, I want to add tabs to the profile page, and have a feature where viewers can change the colors of the theme, as well as the background.

That stuff we usually help out where we can.
