I only have two plugins:
Shoutbox and the default Helloworld

Both of them are set up correctly and in mybb/inc/plugins
For whatever reason, not a single plugin shows up in acp

I tried to wait it out, to see if maybe it just needed to load.
But nope, no plugins are showing up at all.
Please help!

assuming that you are trying DVZ shoutbox, php version of the server needs to be upgraded (at least to version 5.4)
your web host panel might be having option to upgrade php. if it doesn't then you can contact your web host.
if php can't be upgraded then removing dvz shoutbox plugin file from plugins folder fixes the issue.
