I'm working on a skin at the moment for someone, and they want the avatar to be the specified default size from the ACP when viewing on their mobiles and tablets. At present it changes to the default for MyBB's responsive framework. 

Where can this be changed?

it sounds like you are scaling it. Try setting the width as a fixed value - that defined in the settings.
