This plugin will keep members from reporting posts, profile, and reputation multiple times. If they try, they get a simple error message.

I don't get the error what should show, it just does nothing if there is a pending report.
Isn't this an 1.8 functionality already?

Nope.
Can you show me a screenshot? It worked on my end. Also, make sure you actually activated the plugin.
I click the button the first time and it let's me report it. If I click the button again after reporting it, it just does nothing. No error message, no pop up.
That's weird.... You should be able to press report button, select report type, and then my plugin runs....
I also triple checked and the plugin is installed
EDIT: Although, I don't think its a problem if the report box doesn't show up at all to rereport a post.
This what I see if I try to report a post multiple times on my forum (I'm using a local server)
