Hello,
i want to add 2 welcomeblocks in header as one appears by default in the main header and another appears on scrolling the page down fixed to top.
I worked but the dropdowns are not working in the2nd header that appears on scroll.
Is there any other possibility that i can add a 2nd welcomeblock to the templates like {$welcomeblock2} variable and add another template pf my own in that place.

You could just copy the welcome block html and make edits directly inside that template. I don't think that would be possible without a plugin.
