Everytime a user tries to download an attachment, like a Microsoft Word Document, it shows up as corrupted. Plugins that utilize the attachments also show up as corrupted. I saw more people had problems with this but never had a fix for it.
Which plugins for attahcments are you using? Have you tried disablkling all in ACP -> Configuration -> General Configuration -> Disable All Plugins?

I have disabled every plugin and the problem persists.
For .docx it allows you to recover the contents.
For .doc it shows the following and does not allow you to recover the contents:

Provide a link to any bugged attachment and a testing account
run file verification tool available at tools & maintenance section of admin panel.
ignore files reported from install folder & its sub-folders. also ignore the images.
post back the result here & also tell us whether you are using any other language packs
The only result is that inc/plugins/hello.php (Hello World Plugin) is missing. (I deleted it.) I am not using any language packs.
