That error means that your phpMyAdmin configuration file has not been set up fully. To fix this error, open up config.inc in your phpMyAdmin root directory.
Look for $cfg['PmaAbsoluteUri'] = ''; at about line 39, and between the 'quotes', enter the full URL to your phpMyAdmin installation.
