All new users who joins my forum seems to have pm off automatically. I set it up on acp again and again can anyone point out how to auto select this feature enabled and if users wishes they can disabled it themselves but like i said i want it enabled ticked unless user deselect it.

If you have not edited the member registration template then this should be checked by default.

Be sure that the registered user group has the correct permissions in the Users and Permissions tab when editing the user group.

I have the same problem. It is probably because the default theme does not have the option to turn on PM in the registration page, thus it will default to zero.
