Navigate to the inc/settings.php file.

Next, change the board url & cookie settings.

Once done, login to the Admin CP and update the settings.

Yeah, I can't figured this out. still can't get it to work.

and do not forget moving the files from the main folder (eg. public_html) to forum folder

can you tell us what exactly is your requirement ?
you have portal page set as the home page. that is, when someone visits your domain then portal page is shown.

I want to change the URL to forum page itself, The /index to /forum, Is there a way I can change only that URL?

looks like you are using .htaccess rewrite rules.
in the .htaccess file you can replace /index with /forum

Would it be something like this?
RewriteRule ^index.php$ forum [L,QSA]
