yes,
open ACP - Templates & Style - Select your theme Templates and open template called "header" from "Header Templates" group.
Find one of this variables from this piece of code:
{$menu_portal}
{$menu_search}
{$menu_memberlist}
{$menu_calendar}
as you can see, main forum links are variables.
You can freely move it as you wish, or add custom menu items via editing HTML.
