I have installed SSL on my forum however I have noticed if I view a thread that a user has added a link or image that is just http it changes the padlock to orange/yellow. Is there a way to force users to only use https links?

You can't. The padlock changes because it's loading an http resource over an https site. The only thing you could do is tell people to stop posting http embeded images wouldn't really work.

You could provide a way for them to upload images directly to your forum instead of hotlink embedding from other sites?

I have addressed this issue in my DVZ Secure Content plugin - it allows you to filter non-HTTPS resources in posts, which should help fixing insecure content warnings.
