So, I have the warning system set up to where you earn a certain amount of points and you get banned, or moderated, or whatever. However it's not working; it bans everyone despite the current warning level. And no, I do not have any plugins affecting it. 

I have the latest version of MyBB. I attached screenshots of everything below.

i can´t see any problem...
you set if more than 10% banned permanently.

And 1 point == 10 %.

so what i can see here, you need change setting in ACP:
3% to 30%... etc...
