I need to create a whitelisting system for my website, so basically what I need to do is create a new page with questions and then once they have filled in all box's, they send the application and I want to retrieve it on the admin cp, is anything like this possible? or does anyone know anything similar to this?

Don't you know that you can close the board and then only selected groups (by deafult Administrators) can access it? If it isn't enough I think I can't help you. Have a nice day!
