1: How can I make user profiles look like this: Each user should be able to make there own custom profile with CSS.

2: How can I allow each user to have there own blog?

Hi, both of these features would require plugins as they are not within the MyBB core. I'm not aware of plugins to achieve either of your requests, so you'll either have to pay somebody to create a custom plugin or hope that somebody will do it for free publicly.

I've this project in my mind since months, but not enough time yet.
