How do I create a green box to enter notice of the privacy policy without using plugins such as BAM announcements?

You can use some css and write a simple html announcement in the header. There are many tutorials, just search.

Html and css both there, you can change the colors yourself.

As an alternative you can copy the CSS from BAM.
