So I have noticed that you can make it so that certain people can only see their threads in a section, while other groups can see all of the threads. This is highly valuable to me on my site. However, I was curious if there is a way to have this, but also have a stickied thread be shown to everyone who goes into the section, and have that be the only thread that they can see other than their own.

You can use an announcement in the forum, which will be visible to all. Unfortunately, you cannot reply to announcements. I don't believe that stacked threads will do what you're wanting to do I'm afraid.

I saw this on another forum which is why I am asking. I want a traditional thread so that it can be changed, and show that I posted it. Is there anyway to accomplish this?

Not without a plugin.
