Is there a way i can add a private catogory with topics that only Admin's and Mod's can see.

Yes. When you make the forum use the quick permissions at the bottom, and make it so only Mods and Admins can see.

yes but it still shows up for members and guests but they just cant view it. I would like it so they cant see it.

Make it invisible I did, Log out then try to see if you can view it.

If you set the permissions so members and guests can't see it, only Admins and Mods, then registered and guest will not be able to see it!

In forum permissions, if you remove the view permission, there is no way for a member of that group to see it.
