I believe that in previous MyBB versions, you could just drag those bars to set the permissions instead of going to "Set Custom Permissions". What could be the problem because I am not able to drag them

Is it the default 1.8 ACP theme?

I've seen this issue occur on Internet Explorer but not on Chrome. If you are using IE then switch to Chrome.

You can also use "Set Custom Permissions" in case dragging permissions doesn't work for some reason.
