Hey,

I just want to make sure, if it is possible to fully copy a forum that is made in XAMPP to transfer when I think it's ready to go online.

That means anything done in the settings, posts,...

forum settings, threads, posts, users .. etc are stored in the database. you can take backup of database from
forum admin panel or through phpMyAdmin interface. import the database to web host server, upload files
and connect with database (edit database details in ~/inc/config.php file) & put correct board url & cookie
settings (first edit ~/inc/settings.php file , later modify at forum admin panel configuration settings)
