I've browsed around 3 types of plugin tags, but they weren't what I was looking for.

which I do not like because if you leave the field blank it picks for you. I'm looking for something that you have to chose one of the PREmade tags and you cant make your own tag unless you tell an admin. Is there any plugin close enough to what i'm looking for?
