There should be an option to send test email so we can check if our smtp/php mail settings are working properly.

I think this is only for testing the php mail function not smtp.

I used this feature in IPB and its really convenient to check if mail is working or not after changing smtp settings

Yes, there's little chance this will be added to the 1.x series, but it will be in 2.0.
