it seems more & more people are wanting to restrict users from being able to use avatars from remote URLs on their forums. can an option be added in 1.8.X so that the admins can disable this without making core edits?

It wouldn't be too big of a change I guess. I'll see what others think though.

I'd like this as an option. I think right now you can have a plugin hook to usercp_do_avatar_end. I'm not at home to actually verify it, but from the docs it looks like it.
