I want to change the forum rules to be listed at the top of the thread rather than the bottom. Where do I make this change?

Do you mean sticky the Thread? If yes go inside the Topic/Thread where you written the rules then right underneath you will have a option Moderation Options: Select Stick / Unstick Thread Smile
